The Civil Service Commission Region VI (CSC RO VI), in coordination with the Department of Education (DepEd) Region VI, awarded the respective prizes to Dr. Jesus Insilada of DepEd Division of Iloilo and Ms. Analyn Perez of DepEd Division of Aklan, the 2020 and 2021 Outstanding Government Workers under the Honor Awards Program (HAP), at Nature’s Village Resort, Talisay City, Negros Occidental on February 18, 2022.


CSC RO VI Regional Director Nelson G. Sarmiento and DepEd Region VI Regional Director Ramir B. Uytico led the awarding of prizes to Dr. Insilada and Ms. Perez, for winning the 2020 CSC Pagasa Award and 2021 Dangal ng Bayan Award, respectively.  Also present during the ceremony were CSC RO VI Assistant Regional Director Atty. Erna T. Elizan, DepEd Assistant Regional Director Pedro T. Escobarte, Jr., and CSC Field Office - Negros Occidental Director Atty. Phillip Bernard H. Capadosa.  The awardees were joined in by their respective Schools Division Superintendents and CSC Aklan and Iloilo Field Directors in receiving the award.

As a Dangal ng Bayan awardee, Perez received a trophy designed by the late National Artist for Sculpture Napoleon V. Abueva, a gold-gilded medallion handcrafted by the Bangko Sentral ng Pilipinas and a cash reward of Two Hundred Thousand Pesos (P200,000.00). She is also entitled to an automatic promotion to the next higher position or an increase in salary to the next highest salary grade should there be no vacant position available.  On the other hand, as a CSC Pagasa awardee, Dr. Insilada received a plaque containing the citation and signature of the CSC Chairperson, a gold-gilded medallion crafted by the Bangko Sentral ng Pilipinas, and a cash reward of Two Hundred Thousand Pesos (P200,000.00).

In his message, Director Sarmiento congratulated DepEd Region VI for having two (2) national winners in the 2020 and 2021 Search for Outstanding Government Workers.  He expressed his appreciation for the pronouncement of Director Uytico to expect more nominees from DepEd in this year’s Search.  He proudly shared that Region 6 is among the top regions in terms of number of nominations and on a yearly basis, has been consistent in producing national winners in the Search. 

The simple but meaningful awarding ceremony was held in the presence of all Schools Division Superintendents and Assistant Schools Division Superintendents of DepEd Region VI, who were not only given by Director Sarmiento a mini-orientation on the HAP, but were also challenged to be PRIMED under the CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).  

The Search for Outstanding Government Workers is an annual undertaking of the CSC to recognize government workers who exemplified outstanding performance and inspired others of their dedication and commitment to provide quality and excellent public service.
