The Civil Service Commission (CSC) conferred the Parangal sa Lingkod Bayani to deceased civil servants from region 6, namely, Firefighter I Sabu J. Espina of the Civil Aviation Authority of the Philippines (CAAP) Area VI, Bacolod-Silay Airport and Police Officer I Joefel T. Odon of the Regional Mobile Force Batallion, Philippine National Police (PNP) Police Regional Office 6.

In CSC Resolution Nos. 1800447 and 1800458 promulgated on May 2, 2018 and June 5, 2018, respectively, the Commission resolved to provide a tribute for the late Mr. Espina and PO1 Odon, a scholarship grant in any of the PASUC-member state universities and colleges and one-time financial assistance of One-Hundred Thousand Pesos (P100,000) to their immediate families. This is in line with the CSC’s Pamanang Lingkod Bayani (PLBi) program.


It can be recalled that the late Mr. Espina perished during the onslaught of super typhoon Yolanda on November 8, 2013 in Tacloban City, when he was deployed at Tacloban Airport to assist in the repair of fire trucks. He was seen floating unconsciously toward open sea and his body remained missing.

On August 16, 2018, Director II Erna T. Elizan of the CSC Negros Occidental Field Office awarded the Parangal sa Lingkod Bayani for the late Mr. Espina at the Bacolod-Silay Airport, CAAP Area VI, Silay City. Airport Manager I Martin T. Terre and other CAAP officials were present during the awarding. Ms. Marilyn Espina, wife of the late Mr. Espina, and their family, received the posthumous citation and financial assistance. After the conferment of award, Ms. Lorena Espina, sister of Mr. Espina and Civil Aviation Area Manager Efren N. Nagrama, gave their message. The program was capped by a special tribute in honor of the late Mr. Espina.

On the other hand, PO1 Odon was killed in an ambush after conducting pursuit operations on November 24, 2017 in Maasin, Iloilo. On August 20, 2018, CSC Regional Director Rodolfo B. Encajonado conferred the Parangal sa Lingkod Bayani for the late PO1 Odon at the PNP Regional Office 6, Camp Martin Teofilo B. Delgado, Iloilo City. Director Encajonado delivered his message regarding the PLBi program which highlighted the legacy left by PO1 Odon and other PLBi awardees from region 6. He also announced the activities for the 118th Philippine Civil Service Anniversary, which includes the R.A.C.E. To Serve Fun Run where proceeds from the activity will go to the Pondong Pamanang Lingkod Bayan, for the benefit of families of PLBi recipients. Also present during the said awarding were PS/Supt. Remus Zaccharias P. Canieso, Regional Chief Directorial Staff, officials of the PNP PRO6 and Chief Human Resource Specialist Leo F. Jamorin of the Public Assistance and Liaison Division. Ms. Evelyn T. Odon, mother of the late PO1 Odon, and their family received the citation and financial assistance.

The PLBi program aims to recognize civil servants who were killed in the line of duty or those who died while in the performance of their duties and responsibilities. It covers permanent, elective, contractual, casual, and coterminous status of employment as well as civilian or non-uniformed personnel of the Armed Forces of the Philippines.
