The Civil Service Commission (CSC) conferred the Pamanang Lingkod Bayani (PLBi) Award to the late Dr. Dreyfuss B. Perlas, a “Doctor to the Barrio” and Municipal Health Officer of the Local Government of Sapad, Lanao del Norte.


Dr. Perlas was assassinated by an unknown assailant on March 1, 2017 in Brgy. Maranding, Lala, Lanao del Norte on his way home after working beyond regular hours to finish his LGU Health Scorecard presentation for the inter-local health zone.

The parents of the late Dr. Perlas, Dennis and Leovigilda Perlas, who are residents of Batan, Aklan, together with his aunt, Louela Patricio, received the Certificate of Recognition and financial assistance of P100,000 during the Barangay Night at the Local Government of Batan on December 6, 2017. Director II Evelyn N. Ejar of the CSC Aklan Field Office awarded the Certificate of Recognition. Governor Florencio T. Miraflores, Vice Governor Reynaldo Quimpo, Mayor Rodell Ramos, and Vice Mayor William Bautista Jr. of said municipality also graced the event. Municipal and barangay officials and residents of Batan witnessed the awarding ceremony.

The PLBi is a program of the CSC that recognizes civil servants who risked their lives and were killed while performing their duties. Civil servants refer to employees occupying permanent, elective, contractual, casual, and coterminous status of employment, including civilian and non-uniformed personnel of the Armed Forces of the Philippines.

It has three components- the Pamanang Parangal sa Lingkod Bayani where the deceased civil servant is given recognition; Pamanang Lingkod Bayani Iskolarsyip wherein three immediate family members may avail of scholarship in any of the schools accredited by the Philippine Association of State Universities and Colleges (PASUC); and Pondong Pamanang Lingkod Bayani where the bereaved family is given a one-time financial assistance.

 "His selfless dedication and commitment to provide quality health care services not only to the residents of Sapad but to other municipalities as well would always be remembered.” This was stated in the citation given to the late Dr. Perlas. Dr. Perlas is just one of the servant-heroes or lingkod-bayani in the country whose acts are worthy of being emulated.
