The Civil Service Commission Regional Office VI held the Recognition Program for the Citizen’s Satisfaction Center- Seal of Excellence Award (CSC-SEA) and Enhanced PRIME-HRM Maturity Level 2 Compliant agencies on March 2, 2017 at Casa Real de Iloilo, Iloilo City.


Fifteen (15) government offices from region 6 were awarded a Certificate of Recognition for meeting Maturity Level 2 Indicators in one or more core HR systems (Recruitment, Placement, and Selection; Performance Management System; Learning and Development; and Rewards and Recognition) under the Enhanced PRIME-HRM, as follows:

CSC Commissioner Robert S. Martinez led the conferment of awards and was assisted by Director IV Rodolfo B. Encajonado, Acting Director III Cherry G. de la Cruz, Director II Rufino G. Leonoras (Concurrent Head, PSED), Mr. Leo F. Jamorin (Chief HRS, PALD), and Field Directors. In his message, Commissioner Martinez lauded the awardees for their achievement.

“The CSC is greatly heartened to see the realization of what can be considered an aspiration ten years ago when it was identified to lead the implementation of RA No. 9485- an efficient public service, one that is genuinely felt by people. Gradual as it may have been, we now stand witness to a transformation in the way we serve the Filipino people after all of our hard-earned efforts,” he said.

“To those recognized for reaching Maturity Level II on at least one core HR system under the conditions set under PRIME-HRM, you have every reason to be proud… Thank you for taking full advantage of PRIME-HRM as a tool to transform your respective HR systems,” Commissioner Martinez added.

With the theme “Lingkod-Bayani,” the Recognition Program gave honor not just to the agency but also to the men and women behind its success- the officials and employees who have each made their contribution in delivering quality public service.

“Let us persevere and work together to make the civil service relevant in the establishment of a citizen-centered, innovative, efficient, effective and inclusive public service. Sama sama po nating baguhin ang pananaw ng ating mga kababayan sa paraan ng ating paglilingkod- mula sa ‘pwede na’ tungo sa tunay naming kahanga-hangang uri ng pagseserbisyo,” said Commissioner Martinez.
