“Breaking barriers is one of the challenges in HR transformation…The CSC underwent the process of change to break down barriers in our HR processes. It took the collective effort of all CSC Regional and Field Offices, especially the human resource management practitioners nationwide, to really push these HR reforms.”

This was the message of Civil Service Commission (CSC) Chairperson Alicia dela Rosa-Bala to the 450 Human Resource Management Practitioners (HRMPs) from regions 6, 7, and 8 who gathered in the 6th Visayas Congress of HRMPs in Iloilo City on August 4-5, 2016.


Spearheaded by the Civil Service Commission Regional Office No. 6 (CSC RO6) together with the Council of HRMPs, the Congress aims to empower HRMPs in the exercise of their role as CSC’s partner in the dissemination and uniform implementation and application of HR policies and programs.

This year’s theme, “HR Transformations in the Public Sector: Bridging Gaps, Breaking Barriers,” highlights the transition and transformation journeys and challenges faced by the public sector HR community in the light of today’s rapid organizational, societal, and global developments.

It puts premium on success stories and best practices of government offices that have transcended the transactional level of HR towards becoming a strategic partner in good governance.

In her Keynote Speech, CSC Chairperson Bala said that aside from curbing red tape, the Commission launched its HR initiatives to help government agencies develop their HR systems and improve the performance of their service offices. These programs are designed to narrow the gaps in terms of HR and OD, and break barriers in strategic HR.

The CSC Chair thanked the HRMPs for their active support in the implementation of the Commission’s programs. “We hope that you will continue to be our partners in making the life of the Filipino a better one,” said Chairperson Bala.

During the first day of the Congress, Mr. Adrian J. Robles, Past President of the Philippine Society of Training and Development (PSTD) tackled the topic, “Bridging the Generation Gap: The Influx of Millennial Workforce and Embracing the Technology Challenge in HR.” Dr. Daisy C. Daquilanea, Psychiatrist, discussed “Achieving Work-Life Integration.” On the other hand, participants were able to raise their concerns during the Interface with the CSC Chairperson.

In the evening, HRMPs attended the Fellowship Night where they had the chance to interact with participants from other regions. Directors Rodolfo B. Encajonado, Editha D. Luzano, and Victoria F. Esber of CSC Regional Office Nos. 6, 7, and 8, respectively, were also present during the said event.

On the second day of the Congress, Director Esber presented the topic on “Transforming Public Sector HR: A PRIME-HRM Approach” while Executive Director Arthur Luis D. Florentin of the Civil Service Institute tackled “HR as Strategic Partner in Transformation and Building Block in Good Governance.”

Meanwhile, Assistant Regional Director Ma. Calpiza J. Sardua of the Department of the Interior and Local Government (DILG) RO6; Dr. Lourdes B. Cano, Director for Administration and HR Development, Visayas State University; Ms. Methusellah Talamera- Santamaria, Provincial Government Department Head, PHRMO, Province of Aklan; and Ms. Veronica Grace P. Miraflor, HRMO, City of Bayawan; shared the following best practices on the Core HR Systems: Rewards and Recognition; Performance Management System; Learning and Development; and Recruitment, Placement, and Selection, respectively. Updates on CSC matters, particularly recent CSC Decisions and Resolutions, were also given by Acting Director III Ariel B. Bacatan of CSC RO7.
