ARTA   Citizen's Charter  

The Civil Service Commission (CSC) recently issued CSC Memorandum Circular No. 14, s. 2016 urging Heads of Constitutional Bodies, Departments, Bureaus and Agencies of National Government; Local Government Units; Government Owned or Controlled Corporations with Original Charter; and State Universities and Colleges to revisit their Citizen’s Charter to ensure the shortest transaction time and the least number of requirements for government transactions.

The said MC was issued reiterating President Rodrigo R. Duterte’s call for fast and efficient services, which is anchored on the need to improve frontline services (congruent to RA 9485 or the Anti-Red Tape Act of 2007) and to bring back the Filipino’s trust in the government. All government agencies with frontline services are enjoined to review and re-engineer their procedures, especially those with transaction times that go beyond the three day limit.

Under the ARTA, the Citizen’s Charter is an official document, a service standard, or a pledge, that communicates, in simple terms, information on the services provided by the government to its citizens. It describes the step by step procedure for availing a particular service, and the guaranteed performance level that clients may expect for that service.
