The Civil Service Commission (CSC) celebrates “Dekada na ang ARTA,” after 10 years of implementation of Republic Act No. 9485 or the Anti-Red Tape Act of 2007, which was signed into law on June 2, 2007.
The ARTA aims to promote efficiency and transparency in government with regard to the manner of transacting with the public. As provided by Article II, Section 27 of the 1987 Philippine Constitution, the State shall maintain honesty and integrity in public service and shall take positive and effective measures against graft and corruption.
Under said law, government agencies are required to post their Citizen’s Charter, implement anti-fixer measures, observe the No Noon Break Policy, and set-up their Public Assistance and Complaints Desk (PACD).
In line with the “Dekada na ang ARTA” celebration, the CSC issued Memorandum Circular No. 18, s. 2017 on June 14, 2017. Said memorandum circular enjoins all government agencies to participate in the celebration spearheaded by the CSC, with the theme: “Dekada na ang ARTA: Sa Matapat, Mahusay at May Malasakit na Serbisyo Publiko, Bayan ang Panalo.”
Several activities were lined up for the event such as the #MakuhaKaSaARTA Photography Contest, “Dekada na ang ARTA” at the 5th Public Sector HR Symposium (ARTA Caravan), playing of the “Dekada na ang ARTA” Video (which can be downloaded from the CSC website: www.csc.gov.ph), and display of the anniversary streamer in government offices from June to December 31, 2017. Government agencies have the option to do their own version of the activities and contests.
The #MakuhaKaSaARTA Photography Contest runs from June 12 to August 31, 2017 and is open to all private individuals, 18-65 years old. Government employees are ineligible to join the contest as well as relatives of CSC employees up to the third degree of affinity or consanguinity.

Entries must follow the theme and be able to capture excellent public service as defined by ARTA. This may include good physical set-up of a government office, frontliners who are ready to serve, or clients satisfied with the service provided them. The images should be able to depict a non-choreographed or candid scenario in any government office/employee’s quality of service delivery, taken in any Philippine government agency.
