REGIONAL MEMO CIRCULAR NO. 2, S. 2018
(Re: Smoking Prohibition based on 100% Smoke-free Environment & Protection of the Bureaucracy Against Tobacco Industry Interference)
The Civil Service Commission RO VI reiterates compliance of CSC Memorandum Circular No. 17, s. 2009 and CSC-DOH Joint Memorandum Circular 2010-01.
Heads of government offices are encouraged to post/display "No Smoking" signages in conspicuous areas within their premises pursuant to CSC MC No. 17, s. 2009, and ensure that all their employees and transacting public are made aware of the said MC and the prohibition on smoking except in designated outdoor areas, and to assign responsible person/s to: (1) Ensure implementation and compliance with the policy; (2) establish procedures for reporting and dealing with violation; and (3) monitor and report on rates of compliance and effectiveness of the policy.
Heads of agencies/offices are also reminded to inform all their officials and employees of the policy against tobacco industry interference and to amend their respective Codes of Conduct by incorporating the rules provided in Annex A of the CSC-DOH Joint MC.
